Nothing has been said yet about if/how characters will transfer from either of the consoles to the PC version of the game. If I had to guess, I'd guess there may be a game launcher of some kind that requires you to log into your Bungie.net account. From there the launcher would read your account to see what characters you have available to play.
But that's just a guess.
