They didn't allow you to link between Xbox/PS so I doubt they will for PC as well. However only time will tell.

The only reason I'm questioning it is because there wasn't a destiny 1 for PC, so because it's a new platform there might be a one-time one-way transfer for existing players. but ya only time will tell
