No, you should not be able to just stand there and land a head shot while someone is shooting you in the face with an Auto Rifle or Pulse Rifle. Retreat and try a different angle. Bungie has said in the past that it's designed as a run and gun type of weapon, not a stand your ground and soak up bullets while landing a head shot type of weapon.

Most NLB users I've seen or know don't hold a single position. I certainly don't. But despite that, if it is more of a run-and-gun type of weapon, than wouldn't it be more fair for it to act as one, rather than giving it the flinch that would force a player to stay still and control the gun?

If you're getting shot at and flinched, you run. Find a target, land a quick head shot , and run. You should not be able to land a head shot while under heavy fire.

I feel as though as a primary, it should be able to have the capability to handle primary gunfights. It still does, of course, but why take that capability away bit by bit?

It's a primary, but it's still a sniper rifle and can kill in a single head shot or two body shots. If it didn't flinch, it wouldn't be balanced since the other primary weapons wouldn't be able to compete.

Well, saying that it didn't flinch is far fetched. It's flinch used to be very minimal, then it was nerfed a short while back. I just don't like the new change. The horizontal flinch is atrocious with iron sights.
