I use them on my handcannon and it seems to stutter people. To be fair I didnt notice it until I switched guns and people shot me back faster.
Has anyone ever tested it to see how wwll that perk works?

They work well on handcannons and before the patch they worked very well on pulses. But on autos they are unnoticeable. I don't think they work that great on sidearms either. I only use them because they give you a tad bit more range
