I almost always play engineer on Hardcore the first play of any Mass Effect because I feel you can go up against any situation. I plan on going with overload, incinerate, and flamethrower. Maxing those three and the passives. Anything extra will go into energy drain or whatever the unknown remnant ability is.

Why incinerate and flamethrower?

They are both strong against armor and will burn organics leaving them open for attacks. They are both also prime abilities.

Exactly. Isnt it better to swap one out for a detonator or skill with another function?

The only other one I'd consider as a replacement is energy drain. I'll use overload as my detonator. Spec the recharge speed, chain, and damage boost on the final. It dealt so much consistent damage in two and three in hoping it's the same.
