I'm commenting anyway sorry but
How about spawn with 1 clip and have max impact shot guns mag size dropped to 3 or 4 or cause range perks do this to shot guns so pve doesn't get screwed over for it.

So if you die you lose all special ammo except for 1 clip so snipers would spawn with 3-5 shots depending on its mag size however to keep shotguns like matador from being completely over used range perks would decrease the mag size from say 5 to 3
