Seems decent enough. If that's still too much special, I propose the following.
Starting special ammo:
Sidearm/Lord of Wolves: 30 shots
Fusion: 5 shots
Shotgun: 4 shots
Sniper: 4 shots
Chest special ammo (chests spawn every 2 min):
Sidearm/LOW: 30 shots
Fusion: 3 shots
Shotgun: 3 shots
Sniper: 2 shots
Max special ammo:
Sidearm/LOW: 60 shots
All others: 9 shots
Amount of special ammo available is severely curtailed, making it problematic to use a special as a primary. But freshly killed and respawned Guardians are not at the same deadly disadvantage as they otherwise would face.

Why would shotgun get more ammo than sniper? Shotgun rounds are way more efficient as one shot leads to kill way more than a sniper (wither it be via a OHK or shotty/melee.) Other than that, I like it.

Because snipers are a nightmare in Elimination. Also, they get less ammo under standard rules... I was trying to reduce overall special ammo availablilty by 30-50%, maybe a bit less for sidearms and more for Lord of Wolves (before the nerfs, that gun was the most underrated thing in PvP).

A better solution might be to say that high-impact shotties (Matador) and Snipers (1000 yd. Stare) get 4 shots at first and 2 per chest. Low-impact snipers (Weyloran) and shotguns (Stolen Will) get 5 shots at first and 3 per chest. Since fusion rifles were less of a problem in the prior meta, they get 5 and 3 regardless. Work better for you?

Yea, that way it accounts for the type of weapon being used. I still think snipers should get more ammo than a shotty, but I will compromise 😇. Im clearly bias here lol

As am I. I can't snipe worth crap. Shotguns and fusions were my thing.
