Players who swear that there is a cool down are believing in a myth.
It's all down to rng. You can still farm a boss but you will not get a drop every time. I used to farm a certain kell... Received an exotic every 5 coins. As it only takes 18 seconds to kill him but I would stop at 20 coins as it gets boring ( I only wanted the boots for my warlock)

I have still gotten double drops from the brothers and i even had a double drop from crucible once

Take a look at the Hot Fix from 24 Sep 2015 before you decide that the hidden cool down is a myth.

Yes I did read it at the time. Bungie say a lot of things don't they. However it wasn't nerfed to the ground with a timer as I still and have ever since, received one every 5 / 6 kills on the kell which takes about 5 minutes tops. It just won't rain engrams like it did before which is good. Doing strikes the rate is horrible as they themselves take between 10 to 20 minutes per coin. As I have played this game quite a bit I do try out things thoroughly. Or I'm just plain lucky.
