How would a reverse Army of One work in PvE? Outbreak Prime's perk should focus on PvE.

It has pve perks already

Because it's the raid exotic, it's meant for PvE and shines there. Unless you just like the weapon, there's not much reason to use it over a Clever Dragon, GoM, or Hawksaw.

That's the problem. You're giving a PvE weapon a perk that only works in PvP. Giving it High Caliber Rounds would be better.

High caliber rounds shouldn't be in a fast ROF weapon. Tlw is an exception because not like anyone uses it

If you're going to give it another perk, then it should one that works in both PvE and PvP.
