Hello Marshall Law TX,
I just received the Transversive Steps last week after trying since the launch of Rise of Iron and getting 50+ boot engrams, I got mine from a drop in the Wrath of the Machine raid.
Unfortunately RNG is just random, if you keep trying you will get the Transversive Steps one day.

Bullshit, it's totally bugged. Your method of WoTM raid is only chance and it is very low. They do not drop from Engrams and Xur will never sell them by RNG

I have them on my Warlock that I very very rarely play. Unfortunately, I don't remember where I got them from, but I have never stepped foot inside the WotM raid, so that isn't the only way they drop. Maybe the bug doesn't affect everyone?

Awesome! I'm glad to hear that you got them. I've always had a suspicion that the bug may be related to exotic boot engrams. With that in mind, I've been playing the raid each week, hoping for them to drop. WotM is how I got my first pair of Thagomizers for my titan. Maybe they'll eventually drop for me through some other activity. I don't think it's happening from an engram.
