I have only received them once from an exotic engram, since I rarely use my Warlock anyways. I know I never purchase them from Xur because I haven't bought any armor (besides a pair of Titan gauntlets) from Xur since RoI launched. I'll keep a lookout to see if they drop again, and will also ask around.

I have used over 50 exotic engrams and still no drop.... I have everything else but these boots... imo these boots are definitely bugged. A lot of players I know got it when xur sold it awhile back and a few got it from wotm raid chest... this is the last piece to complete my exotics
