He's not talking about abilties. He's talking about the inconsistency of an exotic hunter's chest and leg piece. Before TTK they were present on Bones of EAO, Radiant Dance Machines, and Lucky Raspberry. Bungie took them from hunters without an explanation. So your comparison is kinda dumb.
