The concept of government being able to regulate who can or can't use a private international corporation seems extremely doubtful.

We already do it. Go to any bank in the US and try to open an account without proof of you're legal status in the country if you don't believe me.

And? The provision wasn't put in place because of banking insurance concerns. It was put into place as a deterrent to terrorism and money laundering in the patriot act. Also, the fact is that to do business in the US those companies have to follow all laws and regulations in the US. Period. If we can make it a crime to not bake a gay wedding cake, or sell a magazine that holds more that 10 rounds, we can make a law that stop the sending of large amounts of our money by a group of people in our country illegally back to there home country.
