It's horrible. Most people forget it was nerfed the same time it became obsolete in TTK.
The recharge rate is so slow you're better off using any other sniper and freeing up your exotic slot.

Yep. After my friend and I got it the same run we both decided to use it the next run to help our other friend get it. We both swapped it out around 30 seconds in.

It's probably more ammo efficient to wait for your special ammo synth cool down over using ice breaker.
