I think had Bungie implemented how the system tries to not give you duplicates of what you already have and made it so blues would rarely turn into exotics like they do now, 3oC wouldn't have been necessary. It was always the fact that you could go a whole year without getting 1 particular exotic while getting a dozen of the most useless one you didn't ever want that was the problem.
