But we do revive the dead ghosts when we find them, so at least a portion of them gets back into work I guess. Although there might be so many more we never get to come across.

But there's still those that we don't, like in old PoE there used to be 100s of ghosts dead underneath the cabal dropship, and hanging from the chords truly giving it a creepy feel

In "reviving" a dead Ghost, I'd imagine that they don't get fully revived. Instead, they can only be brought back just long enough to archive what memories they hold - sort of like what somebody in their final moments might do when telling you what they might regret.
