I got the blueprints(schematics) as a random drop in the forge, a party member did as well.
But my book was completed and I did complete the quest on another character....don't know if that has anything to do with that.

Well maybe it's just the rng of getting it I saw someone get it in the raid I'm not to sure where you can get it to drop but it's going to be a pain to try to farm for it
