Yeah because there's really no other way of getting exotics other than to wait for Xur.
However IMO using exotics as a means to max level your gear through infusion is lazy and a band aid on the level system.

Did you feel 3oCs made Exotics lose their uniqueness? Would it be a good trade off if in Destiny 2, 3oCs were completely gone but all Exotics had a very intricate quest to get them?

I always felt that they should have kept etheric light, or some equivalent, and let us upgrade stuff in that way. Or have a system similar to Edolyn Ally or several of the quests where you have to charge the weapon through using it on certain enemies. For me, it takes a lot of the fun out of it when you get a new gun and it's immediately leveled with 9-15 motes of light.
