I'm not sure exactly what it means by funds that would go towards recognizing Crimea as Russia.
But Crimea has a population of 90% Russians, voted to secede from Ukraine, and voted to join Russia. If the things happening in Eastern Ukraine after the illegitimate coup of 2014 go to show anything, such as the 2014 Odessa Massacre, the mass graves found on the Ukrainian government side of Eastern Ukraine, and the thousands of times the Ukrainians broke the ceasefire agreements, it's not hard to see what they might have done to ethnic Russians in Crimea.
