Two things to point out;
1, they were not removed, they were discontinued.
2, We just got one in the last raid, Outbreak Prime. OK, not technically one of the 4 elements, but it does the same dam thing.

Well, you did have to do the raid to unlock the quest. But yes, the direct raid drop is as you say.
