No, bungie made it useless. Taking up an exotic slot and requiring a headshot should be enough...
Instead they made it crap.

all u really need to do is use a primary to activate the perk. good thing they trying to get u to use primary first before shotgun. maybe they should do this for all secondaries to promote use of primary.
