I don't really think that this would work with minions of Croat, do to timeline issues, but you could do it with the House of Wolves since they are technically broken but not gone and are tying to gain a foothold again.

The Hive aren't dead though. They could simply be renamed something like "Remnants of Crota" or something to stay inside of the time line if that truly is an issue.
