Maybe thats why I can't find the answer :( I think is mainly based on Elo and combat raiting

CR - probably yes (since this not that far off from using the SR system in Halo - something Bungie has a little knowledge in using.. :-> ) Elo - I highly doubt it considering that nowhere in the official stats does Bungie even show a player's Elo rating.
