Jugg shotgun is tough for sure, but they are beatable.
HCs are a great answer (if you can take advantage of vertical movement).
Honestly, just play a little less aggressive, and try to get a feel of where the best rushing lanes are and avoid them or bait the shotgun out of them.
Warlock and Hunter vertical movement can be hard for a Jugg shotgun to get a clean kill, so try to capitalize on that.

Sorry if I came across wrong. But it's just like any other game/strategy -- if they are excelling at A, make them go to B, etc.
