Not sure Bethesda even made the game, but if they did, do you really think the head of development turns around to the team and says..
"Ok team! We have already made £20,000,000 (or whatever) in pre-orders! -blam!- our reputation, rush this game out unfinished! It'll be sweet!!!"

They did not realise a broken game, it runs fine on console!! They -blam!-ed up the PC port, are they supposed to make PC users wait longer until the game is complete? Maybe, but chances are there will still be bugs so why piss off a community either way?!

What they are [i]supposed[/i] to do is fix this shit before asking people for money. What do you think annoys a community more: a game you can't play, or waiting a bit longer for a game? GTA5 was delayed for over a year, yet it sells brilliantly on PC. The Witcher 3 was delayed twice, yet its hailed as one of the greatest games of the generation. People are not that annoyed by delays - what annoys them is trashy business decisions that make it clear customer satisfaction isn't a priority.
