Husband and I have had the same issue since the 26th July patch but we've found a temporary fix. None of Bungies "fixes" worked for us.
Both turn on console, start Destiny and log in at the same time. One stays in orbit, the other tries to join. When the unable to join pops up, close Destiny and restart the console. Try again. It can take us anywhere up to 8 tries but more often than not it works.
We're ps4 but have shared this numerous times and apparently it does work on Xbox. I hope it helps.
And yes, bungie should have fixed this bloody months ago.

Had the same problem on PS4 since the July patch. My husband and I have to run network test multiple times so we can join when we first log on. We can always join each other but it's frustrating that it can take up to an hour each time to do so. Bungie have gone very quiet on this issue so I'm guessing it isn't getting fixed and they will continue to emphasise that it must be a problem at our end :(

You have to go in and reset your network on every PS4 (turn of then on) and then Run your Internet connection test on each system. my son and I have to do this every time we want to play together it sucks but it is fast works every time
