Simply going through it is different from properly receiving the education. Most of these people have probably gone through the public school system, but more than likely they put no effort in during that time. Technically they've gone through it, but you can't exactly say they have. Of course, part of it is due to the flaws in the system, hence the importance of funding and improving our education system.

Ramping up the funding isn't going to fix anything. We've tried that already. Second, its inevitable deterioration is due to the fact that it's a public system that is all but impervious to market forces.
