It stacks. Dragonsbreath has surplus and when I use it, I often get full heavy from one or two bricks. I've seen 5 rockets from one pack several times.

Edited by LordTears2Roses: 11/4/2016 7:48:47 PMAll ruin wings does is increase the amount of heavy each drop has and they drop more often. Just make sure your holding the sword when you go to grab the heavy so it gives you max otherwise it will cap at 81 or 61 depending on the perks you got.
