Raids since Destiny began have dropped normal mode loot from Hard Mode. Completing hard mode in a week you haven't cleared normal first will drop your loot from both the hard mode and normal mode. If they removed the normal mode drops you would get the same amount of hard mode stuff but just without the chance at exotics and free legendary marks.

But your wasting your time week in week out to get your character to max light but your getting 385 drops for fun in a hard mode raid and i have played since year one and this is the first year this is happened to me in a hard raid.

The normal mode drops have NOTHING to do with hard mode drops. You get BOTH. You are getting DOUBLE the loot.

what i am trying to say is that why am i wasting my time on a hard raid going to chests and getting 385 ( easy raid light) exotics and others in my fire team are getting 395+ exotics (my light is 398)

Because you can't get over 385 exotics from those chests. Only from the loot chests. The chances are too astronomically low to even worry about.
