They admit there's the problem and they're looking at it.
They've identified ONE cause and are still looking.
Obviously it's rediculous it's still on-going... but they're not passing the buck like some people like to say

They were passing the buck for quite a while. This is recent, their acceptance of blame.

No People kept claimingntheir posters suggesting to try stuff on our end was them passing the buck The devs had to make posts on the forum to say they weren't. They were just suggesting things that might help Don't get me wrong. The fact it's been going on this long is a major sign of incompetence But people keep saying theyre passing the buck on this when they're not. And it gets repeated as fact.

I can partially agree with you, but come on. Bungie is passing the buck on this issue. They changed the code and it broke this aspect of the game. On Oct. 04, Bungie's comment on the matter was to "fix your router." But it's not the router which needs to be fixed. It's their code. If that's not buck passing ... and considering how many bucks we've passed their way, I'd expect this issue to receive a higher escalation. Four months down the road and they've got time to slip in special content for a couple to propose to each other, but not enough to fix an integral part of the game experience? (And for the record, doing that is really cool of Bungie, but in light of other game issues, probably not the best expenditure of dev time?)
