If you're talking about the mission is still saying "Await the call" or something like that where the step is to complete the RoI campaign, then this is an issue already reported on the forums quite a few times. Have her run through the RoI campaign missions in order on her own to see if it will kickstart the quest update for it. If that doesn't work, then she just needs to wait until Bungie fixes it. This seems to mostly be caused by people playing in fireteams through one or more missions and it causing some kind of hiccup. No clue why or what, but that seems to be part of the underlying issue.
