The night stalkers cloak was part of the Taken King Collectors Edition content. RoI does not have a collectors edition. The RoI bundles are called "The Collection" and do not include the Collectors Edition content.

So how am i supposed to get the taking king collectors edition if they dont even sell it anymore...why would they give me this armor

Microsoft mass issued the license in error a few months ago and has been slowly revoking licenses from the folks who hadn't actually purchased it. Unfortunately, the items are left your inventory but are not able to be equipped.
