The solution is simple.
15 rounds of special ammo at the beginning of a match.
No crates, no drops.

Fine by me, I'll just whip out my infinite ammo shotgun with Rescue Mag and Performance Bonus. I don't even have to reload it most matches. That's the problem with trying to limit the ammo drops, a lot of guns can easily get around it. Everyone will just adjust their loadouts accordingly.

I like this, but only because I use my primaries a lot more. But I can see this being problematic

What is problematic is the fact that unless you're using a high ROF pulse or a God rolled hand cannon, people can just casually stroll up to you and shotgun you. Primaries are too weak and rather than nerf secondaries, I would rather they had to be used strategically, rather than being the weapons that are primarily used

Primaries need to be buff as a whole, or at least most of them do. I don't think special ammo should suffer just because primaries are weak. I agree with you on how easy it is for shotgun rushers to just eat your bullets and quickly kill you. I can't tell you how many times I've had someone slide, skate, or sprint through my auto rifles bullets only to OHK me with a shotty. It's annoying, but I think the problem lies more in the weakness of primaries rather than the "abundance" of special ammo.
