It's a term coined for the genre of Anime shows that includes sexual or borderline sexual content that is just short of being considered Hentai. Many people refer to it as "softcore Hentai," and that is probably the most accurate way of describing it IMO. Kill la Kill is a pretty good example of an Anime in the Ecchi genre.
