This does fit well with the fact that both King and Winter banners can be found within the Plaguelands. Fallen initiates had to endure the grueling Archon's Forge before being brought to the Perfection Chamber and becoming infused with SIVA.

I found the winter banners, where did you find the King's banners?

There are yellow banners in both the Archon's Keep/Forge, and in the hold of the Devil Ketch.
