Hello,
Are you referring to the movement speed of the Titan Increase Control perk?

I'm talking about the new movement/control jumping mechanic that was introduced in Rise of Iron. That makes guardianss not be able to jump as high or as fast and also not allow guardians to turn as fast. Also making guardians bounce off of everything.

I don't believe new movement mechanic were ever introduced with Rise of Iron. If things were changed intentionally, they would appear in the patch notes.

Well I don't believe patch notes says anything but it is pretty plain to tell the difference between pre rise of iron and now.
