Did you do anything to make the change? I'm still completely unable to purchase either on my Xbox itself or through the Xbox website.

I am also in the same boat. Unable to get just the DLC. Have the code for the preorder and have the credit to my account but still cannot buy the DLC alone. Not wanting to pay 60 dollars for the game when I have bought every DLC from day 1 without this issue.
