It's showing up that way for everyone. I think they make another one available every 2 hours or so.

Huh. Makes me wonder if people who haven't touched the game have the floating green things around their head as well...

Nope. From what I've heard, you only get the buffs from picking up the orb of another guardian that has that buff.
