That video doesnt apply in pvp. It's pretty well tested that explosive rounds gives you bonus damage in pve but not in pvp.

Not so sure about that. I've had a couple of instanced where I got a double down, shooting one person and killing the second person from the explosion. The second guy was behind cover and was kill for standing next to the guy I shot. The only thing I could think of was it happened due to the explosive round doing area damage.

This is correct. I was saying that a sniper that generally does a certain damage in pve will do more with explosive rounds. This is not the case in pvp. Explosive rounds still cause area damage.
