Unfortunately no, all characters and items you've received cannot be transferred to another Xbox Profile.

Wow really that's sucks. My Xbox Account got hacked and now I cant access anything cause Microsoft put a PermaBan on it. So all the time, progression, loot, gear and weapons I worked for are just gone. All the special events and quest. Iv been playing since the Alpha. Iv spent money in eververse. What could I do now?

I don't think there is much you can do in this situation, I would try contacting Microsoft and talking to them about your Banned account.

I have submitted appeals with them but I doubt they will allow it back for me. I really hate hackers/hatters cause I stream and youtube and hatters always be hatten. Thank you. I will go cry now QQ
