110 is the standard damage for a hit. But people have found many ways to juke an axion bolt. If you get close enough to make it detonate, and keep moving so that you move away from the explosion, you'll take less damage. People moving through the air often do this by accident, which may explain why you see this on airborne targets. I've seen low damage and full damage on airborne targets.

No, these direct hits on an otherwise stationary target, who has literally just hopped into the air, without their class jump. Single tap of the button, half damage. Replicated dozens of times this afternoon in private rumble.
