You're technically under the light level for greens, they just haven't been bumped yet.

They are all level 38 and under 200 light lol

Yeah because the game thinks you're 'under level / light' but they haven't released new content yet. Once they release it 9/20, they'll probably trigger to the next tier light.

I'm 40 and 227 light. All I get are greens. Also interesting is when I logged on after the update all of my weapons and armor were upgraded. In their details they had enough experience to be completely upgraded but it had all been unselected. I wonder if I log off and back on if I will stop getting greens. Kinda bad but I'm definitely getting far more engrams than I ever have.just no legendary.
