Hi,
The new Rise of Iron is a digital purchase, however it does not include a digital license for the base Destiny game.
If you're looking for the Rise of Iron as well as the digital had game, the Destiny - The Collection or the Destiny - The Collection Upgrade would be the way to go

Thank you! From the Playstation store, There are two versions, the regular collection (http://bit.ly/2cn4cXn) and the collection upgrade (http://bit.ly/2czLvPw). Looks Like I can only purchase the collection upgrade, will this still be ok as I bought vanilla destiny on PS4?

Yes. The collection upgrade includes all current Destiny content as well as the Rise of Iron at a discounted price.
