But they could just do as they did with ROI.
Any new starter gets a boost to level 40 (assuming level 40 is what we'll end Destiny "1" at) and all of their 3 subclasses fully upgraded.
New subclasses will then be the same for everybody and weapons/armour can be left behind in the same way year 1 transitioned to year 2.
