While it's a good idea, it doesn't quite fit into the Destiny lore. As far as I know Variks is the only one left of House Judgement. The only somewhat friendly Fallen house now that the House of Wolves defected.

But bungie writes lore and could just come up with an "oh and by the way there's a bunch of house judgement that were hiding out"

Sort of like a 6 year old writing a story with out doing a map or writing out a plot. If the Wolves came back for some reason then it might work. Or if one of the other houses Kell died and was taken control of like what happened with the Wolves and awoken. Possibly House Winter. Since we killed Draksis.
