So zavala is awoken, so how could he have been vanguard leader before the reef revealed itself?

Some awoken returned to earth, and their descendants were earthborn awoken like Zavala. The reef wasn't completely unknown, just very secretive and mysterious until the Queen revealed themselves more fully in the fight with the house of wolves before twilight gap
