A lot of these characters are unknown.
Osiris thought to be dead but Saint-14 is going after him.
Toland is dead but he found a way to move freely in the ascendent plain but they say he talked to us when we beat Oryx in the raid. ???? I don remember this.
I would love if Bungie make a better job at telling story's.
BTW Bungie NPS, Dialog option is also a viable option for story telling.
