Actually, aside from a possible better sight and a small bump in stability, the Fabian Strategy isn't that bad IMO. I ran a while match in Iron Banner using only Fabian Stratedy and Immobius and I got a fair amount of kills with them.

Thing is, it's a bullet-hose that requires you to be CQC and it has worse stats than other bullet hoses so it's like why even use it?

Aren't most auto-rifles bullet hoses in general? Pretty much every one I have used in PvP requires you to use almost complete clips to kill one enemy because their impact are so low...so you kinda have to spray alot of bullets. And I use it because it's the only auto rifle I have on my Titan other than an un-upgraded 72 round cliped legendary Hakke one I got from the Gunsmith. In my opinion, it works fairly well for me...though I think the Harkon's Hatchet I have on my Hunter might be a little better.
