The base game includes the exclusives or they wouldn't show up in my exotics collection kiosk. The dead ghost from the vex strike wouldn't be missing from that collection either. Sony paid for xbone players not to have those exclusives.

We don't care what the companies paid for, we care what [i]we[/i] paid for. And we all paid for the same game and DLC. You can't really justify stuff to players with "They paid more" because players simply don't give a thundering -blam!- about that.
