You can use them to reroll the basic perks on most y2 Exotic ARMOR. (not guns, just armor).
If you go to the Destiny Armory website, you'll see all of the possible perks an exotic item can have.
The "random" perks can be shuffled around. This usually means the stat-modifiers (INT/DIS/STR) and the gun reload modifiers. And sometimes other things like Catapult and such.
Is it worth it???
That's a personal judgement. Maybe you want those gauntlets to boost your Scout reload instead of Auto Rifle... maybe you want more DIS than INT... etc.

Ok. I start to see now. How many needles does it take per re-roll?

Only one per roll.

And you get three Needles per purchase, so... That's not such a bad deal at all.

True, but remember. Rerolls are RNG (random number generator). And Destiny's can be a real *itch. So it might take you 10+ rolls just to get the perks you want. Or maybe 1.

Oh, I know. I was here for the last reforge fiasco. So I know how... touchy RNGesus can be. :(

They also do not reset your progress like reforging did so if you have a maxed out item and you use the needles, it's still fully upgraded.
